The large logistics platforms — SAP TM, Oracle TMS, MercuryGate — cover core TMS functionality well. When your operation runs freight broker workflows, custom carrier rating logic, multi-modal routing, or 3PL customer portal requirements, the platform's configurability reaches its limit before your requirements do. The gap is filled by people, spreadsheets, and manual processes that the platform was supposed to replace.

Carrier and rate management is where generic platforms generate the most cost.
